India: Refiners Major Contributor to Global Industry Growth – (05/01/2013)

India’s refiners were some of the biggest contributors to global refining growth during 2012, according to the International Energy Agency (IEA). In its latest figures, the energy watchdog reported that India 4.5m bpd of crude oil in October, 680,000 bpd higher than a year earlier.
In the year to October 2012, crude runs are up 260,000 bpd on 2011, accounting for almost half of global crude throughput growth in the same period. Refining capacity in the last year was boosted by 400,000 bpd, with the completion of HPCL's 180,000 bpd Bathinda refinery, a 120,000 bpd expansion of Essar's Vadinar refinery and some smaller expansions at state owned refiners contributing to the increase.
In 2013, another 400,000 bpd of capacity could be added if Indian Oil Corporation's 300,000 bpd Paradip and Nagarjuna's 120,000 bpd Cuddalore refineries are completed on schedule. However, the IEA noted that further investments planned for the medium term are getting increasingly hard to justify, as India's state refiners have to supply the domestic market at subsidised prices.
"IOC posted a loss of $4.12 billion in June '12 quarter - the largest quarterly loss ever of an Indian company - due in large part to the fuel subsidies. India normally compensates state refiners for about 60 per cent of under-recoveries, but the state may fund a smaller portion this year as the under-recoveries could reach an exorbitant levels, of up to Rs 200,000 crore for the 2012-2013 fiscal year according to some sources," said the agency.
