Indonesia: Farial Demanding Answers Over Subsidy Shortfall (03/12/2012)

Lawmakers are demanding an explanation as to why stocks of subsidised fuel are running dry, and set to be drained completely by December 22. According to Achmad Farial, a member of the House of Representatives Commission VII, members have yet to see an official proposal from the Energy and Mineral Resources Ministry to boost the quota of subsidised fuel by the required 1.2m kilolitres.
Farial called for an explanation of how the subsidy requirement for the year was miscalculated with the Christmas and New Year’s holidays approaching. He remarked that the house would "probably agree" to increase the quota of subsidised fuel at a costs of Rp 6tr ($6.25bn) if a thorough explanation could be provided. Consumption of subsidised fuel traditionally increases over the course of the holiday period.
According to Pertamina's Marketing Director, Hanung Budya, the greater than expected consumption of subsidised fuel has occurred since the firm terminated its quota-based distribution of fuel on November 19. The quota-based policy, intended to control supply in order to meet budget requirements, was abandoned as shortages of subsidised fuel led to tension and occasional violent incidents.
The downstream market regulator, BPH Migas, has been sharply criticised for failing to curb the consumption of subsidised fuel by wealthier individuals and other purposes. Up to 30% of subsidised fuel is diverted away from lower-income consumers, according to Government data. BPH Migas director Djoko Siswanto, however, defended the agency's record. “The duty of BPH Migas is just to manage and control distribution of fuel,” he remarked. “The quota is not our duty, it is the duty of the business actors, which must be discussed with the government and legislature.”
